When is a remnant worthless?

One problem we have at our shop is way too many questionable remnant pieces.... not big enough to use for vanities(smaller than 22" wide) or kitchens. When does it stop being a remnant and (http://maplered.com) start being just scrap? What are the best ways to get use out of these rand (http://maplered.com) om pieces(say 24"x16") other than backsplash or samples?
